What Reading boroughs, townships and authorities are up against
Reading is one of the most heavily Latino cities in the United States, with a large majority of residents speaking Spanish at home, and it carries some of the highest poverty rates in Pennsylvania. It is also the seat of Berks County, so county wide institutions sit inside a city with very little spare money.
Reading and the Berks County bodies around it serve a city with a large Spanish speaking majority and very little budget slack. Public information that only exists in English, or only exists on paper at the office, is not reaching the residents who need it most.
Public bodies get judged on whether a resident can find a form, a meeting time and a phone number without calling the office. That is a low bar and most sites still miss it.
A site that earns the minute it gets
Accessible because it has to be
Sites are built to WCAG 2.1 Level AA at delivery, with real heading structure, contrast and keyboard navigation, which is a legal expectation for public bodies rather than a nice extra.
Meetings, notices and minutes
Agendas, minutes and public notices where a resident can actually find them, posted by your secretary without calling anyone.
Mobile first, genuinely
Because a resident looking up a trash schedule or a permit is standing in their kitchen with a phone.
Editable by your staff
Notices and closings posted the morning they happen, which is the whole point of a public site.
I work with organizations across Pennsylvania and the rest of the country from a studio just outside Pittsburgh. Being reachable has never been the hard part, and that is the part I take most seriously.
Working with one person, from Pittsburgh
You are hiring one person, not an agency. I am Scott Rocca, I work out of Bridgeville just outside Pittsburgh, and I do the design, the build, the hosting and the support call myself. Nothing gets handed to a junior and nothing gets outsourced. That is the tradeoff: you will not get a 20 person team, and you will never be handed to someone who does not know your project.
Most builds run three to six weeks depending on how much content is ready. Sites are built to WCAG 2.1 Level AA at delivery and hosted on a private server I administer, not a page builder you rent by the month. You get a straightforward one time build price plus a flat monthly for hosting, updates and support, and I quote it before you commit to anything. If a cheaper option genuinely fits you better, I will say so.
